Is the current state of the USA really that reminiscent of Ancient Rome or 1700s France before their fall? If so, what are the most alarming similarities?

I've heard that the reason British Police don't use use terms such as Officer and Lieutenant as their ranks is because when police forces were formed, the idea that Police being in anyway Military was extremely unpopular. Is this true in this? If not why do they use Constable and Inspector instead?
